Of the 2,900 babies born last year in Cabell County, West Virginia, 500 had to be weaned off of opioid dependence.
In Ohio, counties are renting refrigerated trailers to store the mounting number of bodies of drug overdose victims.
In New Hampshire, hospitals have so many overdose patients they have to treat them in operating rooms and neonatal nurseries.
And in Palm Beach County, Florida, where President Donald Trump spends his weekends, 10 people died of overdoses on Friday alone, likely from a batch of heroin tainted by #fentanyl, a powerful, synthetic opioid pain medication.
le rôle des #pharma :
How prescription opioid producers and distributors fed the crisis is made clear by previously unreleased US Drug Enforcement Agency (DEA) data reported in December by the Charleston (West Virginia) Gazette-Mail.
It showed that from 2007 to 2012, those companies sold 780 million opioid painkillers in West Virginia, 421 extremely addictive pills for every man, woman and child in the poor eastern state.
Every state is feeling the impact.

“My cousin suggested we get married, and now I live with his wife and children. It was a difficult decision because his wife was a friend of mine,” she said.
With thousands of Syrian men dying on the front lines of the conflict that began in March 2011, and others forced into exile or simply disappearing, the rates of divorce and polygamy in Syria are on the rise.
According to official figures, polygamous relationships accounted for 30 percent of marriages registered in Damascus in 2015, up from just five percent in 2010.

Painful memories of civil war purge live on in southern Spain - France 24
LA ALGABA (SPAIN) (AFP) -
“They would say: ’We have to eliminate the red seed’,” said Rogelia Beltran as she recalled how her grandfather died in a purge against leftists in southern Spain during the country’s civil war.
The bloody conflict pitted forces loyal to the elected Socialist-led government known as Republicans against rebel Nationalist troops that rose up under General Francisco Franco in a military putsch.
After Nationalist troops staged a coup on July 18, 1936, large landowners in the southern region of Andalusia aided the revolt by persecuting day labourers who they believed backed the government.
In Beltran’s hometown of La Algaba the pro-Nationalist landowners were led by a matador, Jose Garcia Carranza, also known as “El Algabeno”, who became known as the “killer of bulls and reds”.
Civilian supporters of the military uprising like “El Algabeno” received “carte blanche” from the military men who quickly seized control of the region, historian Francisco Espinosa told AFP.
“They were members of the rural bourgeoisie” who offered to repress opposition to the coup “mounted on their own horses and using their own weapons”, he said.
Eighty years after the war began, the memory of the purge carried out against leftists in Andalusia, known today for its sandy tourist beaches, lives on.
– Hunted like animals -
Paramilitaries and the rebel troops “carried out clean-up operations in the mountains” where leftists and unionists sought sanctuary, said Juan Jose Lopez, a member of an association of victims of the civil war and the dictatorship that followed.
His great uncle was killed in November 1936 in a raid near the village of El Madrono.
“It was like a deer or wild boar hunt. The raiders would sweep the mountains so the prey would flee” and then shoot them, he said.
As he speaks he holds a photo of his relative which is part of a travelling exhibition called “The DNA of Memory” which aims to give visibility to victims of the conflict eight decades after it started.
A 1977 amnesty law prevents Spain from investigating and trying the crimes of the civil war era and the repressive right-wing dictatorship of General Francisco Franco that followed until his death in 1975.
“They did horrible things. They would leave bodies scattered in the streets as an example and would prevent them from being collected so they would be eaten by animals,” said Antonio Narvaez, 83, a retired steelworker.
He was just three-years-old when his father was killed in Marchena. A day labourer who did not belong to a union and had no political affiliation, his only crime was that he knew how to read, said Narvaez.
“He would read the press to his colleagues,” he said with a toothless smile.
Widows were also punished. Supporters of the right-wing coup would confiscate their homes and goods, leaving them without work and stigmatised with young children to raise.
“They would shave their hair off and parade them around the town,” said Antonio Martinez, 80, a retired hotel worker whose father was repressed during the war in the town of Escacena del Campo.
– ’Ideological purge’ -
Beltran, a 53-year-old nursing assistant, said the idea was “’if you don’t think like me, I will eliminate you’ and that is called genocide”.
“It was an ideological purge which also included teachers, lawyers, journalists, writers with a liberal ideology,” added Paqui Maqueda, 52, a social worker whose great-grandfather and three great-uncles were killed in the town of Carmona near Seville.
She gave the example of the celebrated Spanish poet Federico Garcia Lorca, known for works including the play “Blood wedding”, who was shot for his suspected leftist sympathies by supporters of the military uprising near the southern city of Granada in 1936.
“But the lower classes were the most repressed,” said Maqueda.
Plagued by high levels of illiteracy and miserable living conditions, farm workers had formed a strong union movement.
And wealthy landowners like “El Algabeno”, who is said to have speared day labourers as if they were bulls, decided to quash their movement, historians and victims say.
“Many of Garcia Carranza’s crimes were gathered and detailed by witnesses and contemporaries,” said Diego Aguera, the mayor of La Algaba, the matador’s hometown.
In a narrow street of white houses near the bougainvillea-lined main square of the town, a plaque reads: “Jose Garcia Carranza Street”.
Aguera in March got the town hall to approve changing the name to “Equality Street” because of the “countless murders he carried out, the majority in cold blood, the countless detentions and tortures he practiced”.
Several family members of the late matador, contacted by AFP, refused to be quoted about his legacy.
“Sometimes you think you are doing good and you are doing bad,” said one of his great-nieces who declined to be named.
But for now, the street sign bearing Carranza’s name remains in place as local authorities wrestle with the bureaucracy needed to change it.

The former Libyan dictator’s second son “was given his liberty on April 12, 2016”, lawyer Karim Khan said Wednesday, adding that Saif al-Islam was released under an amnesty and “in accordance with (Libyan) law”.
Khan declined to say whether he had spoken to his client, saying only that he “is well and safe and in Libya”.

Libya-Italy: the other route, going through hell
Catania, 14 April 2016 — “I am never going back to Somalia, ever.” Yasmin’s firm determination not to return to her home country is more than justified. The 19-year-old girl left to avoid the unwelcome advances of a member of the Al-Shabaab terrorist group.

At the same time, countries such as Bermuda, the British Virgin Islands (BVI) and the Cayman Islands all have changed their laws to court investment, giving them significant advantages over Panama. Those three countries operate under a derivative of English common law, which gives American lawyers a sense of familiarity and confidence in their legal systems. Further strengthening that trust, Panama is a Spanish-speaking country, while Bermuda, BVI and the Cayman Islands all use English. Wealthy Americans are also more confident in the political systems of the three countries as opposed to Panama, which many see as more unstable. Other countries have also become more appealing spots to hide money by combining strong bank secrecy laws with a stable legal and political system.

“Not too surprised,” Zucman [économiste] wrote in an email about the lack of Americans in the Panama Papers. “Part of the reason is that it’s unfortunately way too easy to create anonymous shell companies in a number of US States like Delaware and Nevada, so no need to go to Panama.” In fact, multiple international organizations rated the U.S. as one of the world’s biggest tax havens last year.

8. But the more we know for true, the less it bears to consequences ... The Panama Papers will most probably confirm that we have swiftly transitioned from ’after Snowden 1.0’ to ’after Snowden 2.0’. At the time of the Snowden revelations, the general mood was one of ’we always suspected something like that, now we know’ - and now things must and will change. Now we still know, and then even some more, but we also know that nothing will change.
9. ... rather, it bears to negative consequences. My hunch is that even more cynicism and delusion will result from the ’Panama Papers’. A few individuals may go for the chop, but in most cases, the remaining impact will be PR-massaged away, the more so since a majority of ongoings featured in the leaked materials are probably legit - if ethically spurious/illegitimate. It is the (financial-economic-political-social) system itself that is sick to the core, the Panama Papers merely shed lights on its usually more concealed symptoms.

Comme lu à propos des États-uniens : Panama is for loosers, Delaware for winners.

Putin admits Panama Papers ’accurate,’ blames US - France 24

Putin sighed, saying that “strange as it may seem, they are not publishing unreliable information about offshores. The information is accurate.”
(...) He reiterated his defence of his cellist friend, insisting Roldugin spends all his money on costly musical instruments and is not corrupt.
“In Russia you can just about imagine a bribe paid in Borzoi puppies, but in violins and cellos? That’s a new one to me,” Putin said.
(...) “The last one he bought ... cost around $12 million,” Putin said, calling it a #Stradivarius cello known as Stuart from 1732.

In Italy, the community of Sant’Egidio, a Christian NGO, is setting up humanitarian corridors to bring Syrian refugee families from Lebanon to Italy. At the beginning of May, several dozen Syrian refugees arrived in Rome thanks to this initiative. Our correspondents in Beirut and Rome were with them on the journey that would change their lives forever.

Corridoi umanitari.

Safe, legal access for asylum-seekers through resettlement programmes and humanitarian corridors
Every day EUNAVforMed personnel are intercepting boats adrift in the Mediterranean loaded with dozens of migrants who are desperate enough to risk their lives during the crossing. While the flow cannot be stopped, both States and NGOs can try to create an alternate access route to their territories. The international resettlement programme supervised by UNHCR and the humanitarian corridor initiative established in Italy are both steps in the right direction.

How do Italy’s orderly Humanitarian Corridors work?
Italy’s church-led Humanitarian Corridors are changing the lives of some vulnerable Syrian refugees. So far, in 18 months, about 850 refugees have been resettled. The Italian government says the initiative sends “a message to Europe that there is no need for new walls or fences”.

E poi i migranti maltrattati, venduti all’asta e torturati.

Former war crimes prosecutor Carla Del Ponte, who is currently probing rights abuses in Syria, on Monday backed Russia’s air strikes on “terrorist groups” in the war-torn country.
“Overall, I think the Russian intervention is a good thing, because finally someone is attacking these terrorist groups,” Del Ponte told Swiss public broadcaster RTS, listing the Islamic State group and Al-Nusra among the groups targeted.
But Del Ponte, a member of the UN Commission of Inquiry on Syria, quickly added that the Russians apparently “are not distinguishing enough between the terrorists and others, and that is not as good.”

Iryna Fedets : Oligarchs rule Ukraine’s heavily biased media
▻http://www.kyivpost.com/opinion/op-ed/iryna-fedets-oligarchs-rule-ukraines-heavily-biased-media-401946.html
Oct. 19 turned out to be the last day of work for Roman Sukhan, who for years had worked as a TV anchor for Channel 5, one of Ukraine’s top news stations. “I’m fired. For what? I have no idea,” Sukhan wrote on Facebook on the same day, making his frustration with his former employers public. Not stopping there, he used the opportunity to accuse the channel of several unsavory practices.
According to Sukhan, while working at the station — which is owned by Ukrainian President Petro Poroshenko — he received under-the-table money transfers to his private bank card every month in addition to his regular salary. Unofficial salaries are widely used in Ukraine to evade taxation. It’s no wonder the country’s shadow economy is almost half the size of the official gross domestic product, according to government estimates.
More damning for Ukraine’s media industry — and perhaps, the future of its democracy — is Sukhan’s other accusation: that every show on Channel 5, except for the straight news programs, airs content for money. He did not provide specific examples, but described the practice using the slang word “#jeans,” which in Ukraine denotes one-sided stories that promote particular people, business interests, or political parties — who have paid for the privilege. Ukrainian journalists and media experts have learned to recognize jeans by a common set of features: they cover trivial events, such as ribbon cuttings; they fail to present opposing points of view; and they often feature quotes from dubious “experts” with little relevant experience.
[…]
It’s no wonder that Poroshenko did not sell Channel 5 after being elected president in 2014, all while promising that his channel would be independent. The channel is hardly a moneymaking asset, but in this it is not alone. According to some commentators, even some of the country’s top TV stations are subsidized by their owners. But the advantage of having a personal media outlet isn’t profit — it’s gaining leverage in the power struggle among big business players, all of which, in a country as corrupt as Ukraine, have ambitious political agendas. And in this regard, Poroshenko (who is worth over $900 million) has serious competition.
In fact, all 10 of the country’s most popular channels are owned by powerful oligarchs.
Of these top 10 channels, three are controlled by Viktor Pinchuk, three by Ihor Kolomoisky, three by Dmytro Firtash and one by Rinat Akhmetov. All four of these men, who are among Ukraine’s richest and most powerful, use their media might to advance their business and political interests. As Ukrainian media monitors have shown, most of the country’s top TV channels air political advertising promoted as “news.”
