    Spain to ask EU partners to back ICJ over Israel

    Spanish Foreign Minister Jose Manuel Albares said on Monday that he will ask the other 26 European Union member states to issue official backing to the International Court of Justice and take steps to ensure Israel respects its decisions.

    “I am going to ask the other 26 partners to declare the backing of the International Court of Justice and its decision, and also, if Israel continues to pursue against that opinion of the court, we would try to take the right measures to enforce that decision,” he told reporters in Brussels during a joint news conference with his Irish and Norwegian counterparts.

    Foreign Minister Jose Manuel Albares, addressing a news conference in Spain with his Irish and Norwegian counterparts, says:

    “Yesterday’s bombing [on Rafah] is one more day with innocent Palestinian civilians being killed.

    “This stresses what … the three of our counties have been calling for for a long time – an immediate ceasefire.

    “But the gravity is even larger because it comes after a decision taken by the International Court of Justice that, once again, I want to recall, that are binding and compulsory for all parties.

    “I think that this time, we have to raise our voice not only for an immediate ceasefire but also to back international law and the United Nations.”

    Le porte-parole des Brigades al-Qassam du Hamas Abou Ubeida a annoncé une nouvelle opération de capture de soldats israéliens dans le camp de Jabaliya au nord de la bande de Gaza dans l’après-midi du samedi.

    C’est à l’aube de ce dimanche Abou Ubeida a révélé cette opération, dans une audio diffusée sur le site de l’organisation sur Telegram.

    « Dans une opération complexe réalisée dans l’après-midi du samedi, nos combattants ont entrainé une force sioniste dans un tunnel dans le camp de Jabaliya et l’ont fait tomber dans une embuscade dans ce tunnel et dans sa bouche », a-t-il déclaré.

    Il a assuré que des accrochages s’en sont suivis « à la distance zéro », indiquant que les combattants des Qassam « ont attaqué la force de soutien qui a accouru sur les lieux assurant avoir blessé, tué, et capturé tous les membres de cette force et confisqué leur arsenal militaire ».

    Le porte-parole des Qassam n’a pas précisé le nombre des soldats israéliens qui ont été capturés, mais il a assuré que « des détails supplémentaires de cette opération seront révélés ultérieurement ».

    Israel orders more eastern Rafah neighbourhoods to evacuate

    The Israeli military has expanded its evacuation order for Rafah, telling residents of designated blocks of the al-Jnaina, Khirbet al-Adas, and al-Adari neighbourhoods, and Shaboura camp to urgently leave.

    In a post on X, the Israeli military’s Arabic-language spokesperson Avichay Adraee told residents to “immediately head to the expanded humanitarian area in al-Mawasi”.

      Il est tout à fait compréhensible de voir l’enthousiasme, l’excitation et le soulagement à Gaza après que le Hamas a accepté les termes d’une proposition de cessez-le-feu.

      Cependant, du côté israélien, il n’y a absolument aucune confirmation.

      En fait, les médias israéliens laissent entendre qu’Israël n’acceptera pas cette proposition. La chaîne 13 en Israël, qui est généralement assez fiable, affirme que le Hamas a accepté une proposition égyptienne édulcorée, ce qui n’est pas acceptable pour les Israéliens.

      Il y a quelques heures à peine, Yoav Gallant, le ministre israélien de la défense, a déclaré aux familles des captifs que le Hamas avait rejeté toutes les propositions qui nous permettraient de récupérer les prisonniers, et qu’il nous obligeait donc à lancer une opération à Rafah.

      Des sources ont indiqué à Al Jazeera que la proposition égypto-qatarie acceptée par le Hamas comprendrait trois phases, chacune d’une durée de 42 jours.

      La première phase verrait l’instauration d’une trêve et le retrait israélien du corridor de Netzarim, qu’Israël utilise pour diviser le nord et le sud de la bande de Gaza.

      La deuxième phase comprendrait l’approbation d’une cessation permanente des opérations militaires et hostiles et le retrait complet des forces israéliennes de Gaza.

      La proposition comprend également une disposition approuvant la fin du blocus de Gaza au cours de la troisième phase.

      Gideon Levy, éditorialiste du journal israélien Haaretz, estime que le Hamas a « pris une mesure brillante » qui a mis Israël dans l’embarras.

      Le Hamas a dit très clairement : « Nous acceptons un accord », dont personne ne connaît exactement les détails, et maintenant la balle est dans les mains d’Israël, qui doit décider", a-t-il déclaré à Al Jazeera.

      « Pour M. Netanyahou, il s’agit d’une décision très, très difficile à prendre, car il pourrait perdre son gouvernement. D’un autre côté, s’il dit non, il est très clair qu’Israël veut la guerre et non les otages », a déclaré M. Levy.

      L’analyste a fait remarquer que la situation avait atteint un stade « très critique » et qu’il n’y avait plus de temps pour un quelconque report.

      « M. Netanyahou doit décider ce qu’il préfère : un gouvernement qui continue à rester au pouvoir, Dieu sait pourquoi, ... ou prendre une décision courageuse, dire oui à l’accord, libérer les otages, mettre fin à cette guerre - qui n’a rien fait de bon en Israël et certainement pas pour les Palestiniens - et essayer de créer une nouvelle réalité à Gaza », a déclaré M. Levy.

      « C’est son choix. Le connaissant, il ne choisira pas le meilleur ».

    Adnan al-Bursh, a Palestinian surgeon and professor of orthopaedic medicine, was killed by torture while in Israeli detention, according to a statement from the Palestinian Prisoners’ Society.

    In what has been termed a “deliberate assassination”, Bursh, 50, died in the Israel-controlled Ofer prison in the occupied West Bank on 19 April, according to the Palestinian Civil Affairs Committee, and his body remains withheld.

    Another detainee, Ismail Abdul Bari Khader, 33, also died in custody, according to the joint statement, and his body was handed over on 2 May along with 64 other prisoners.

    “The two victims died of torture and crimes committed against Gazan detainees,” the statement said.

    Bursh was the head of orthopaedic medicine at al-Shifa hospital in Gaza City and had been arrested in December, around the same time that he had reportedly been wounded by Israeli bombardment at the Indonesian hospital in northern Gaza.

      I am extremely alarmed by information that Dr. Adnan Albursh, a well-known surgeon at #alshifa_hospital, has died while detained by Israeli forces in the Ofer military prison. While I acquire more information, I URGE the diplomatic community to intervene with CONCRETE MEASURES to protect Palestinians.

      No Palestinian is safe under Israel’s occupation today.

      How many more lives will have to be taken before UN Member States, especially those demonstrating genuine concern for human rights globally, act to PROTECT the Palestinians?

      De nouvelles accusations de tortures dans une prison israélienne. Deux prisonniers gazaouis, dont un médecin de l’hôpital al-Shifa de Gaza, sont morts derrière les barreaux israéliens, ont affirmé jeudi deux associations palestiniennes de défense des droits des détenus, affirmant qu’ils ont succombé à « des tortures » et à l’absence de soins.

      Dans un communiqué commun, le Club des prisonniers et le Comité des affaires des prisonniers palestiniens, ont annoncé la mort « de deux détenus de Gaza », dont « le Dr Adnane Ahmed Atiya al-Bourch, 50 ans (…) chef du département d’Orthopédie de l’hôpital al-Shifa ». L’autre détenu décédé serait Abdel Bari Rajab Khadir, 33 ans.

      Tous deux seraient morts « des suites de tortures et de crimes médicaux dont sont victimes les détenus de Gaza », affirment les associations, en référence au manque de soins régulièrement dénoncé par les défenseurs des droits humains israéliens et palestiniens.
      Le Dr Bourch, une figure des hôpitaux gazaouis

      Le ministère de la Santé du Hamas dans la bande de Gaza a condamné « le meurtre (…) sous la torture » du Dr Bourch, affirmant que son décès portait à 492 le nombre de membres du personnel médical tués depuis le début de la guerre entre Israël et le Hamas, déclenchée le 7 octobre par une attaque sans précédent du mouvement islamiste palestinien. L’armée israélienne a indiqué à l’AFP « n’être pas informée » de tels faits.

      Le Dr Bourch était connu des Palestiniens pour ses interviews aux médias, où il décrivait la situation des hôpitaux de la bande de Gaza, ciblés par l’armée israélienne qui accuse le Hamas de s’en servir comme bases opérationnelles. Arrêté « par l’armée d’occupation en décembre 2023 dans un hôpital » du nord du territoire palestinien, il est mort dans la prison d’Ofer, en Cisjordanie occupée, le 19 avril, selon les deux associations qui précisent que sa dépouille y est « toujours retenue ». Le Dr Bourch avait été blessé « il y a cinq mois », ont-elles indiqué, sans préciser son état de santé lors de son arrestation.

      Doctor killing takes medical sector death toll to 496

      The killing of Dr Adnan al-Barash in an Israeli prison that we reported on earlier has taken the total death toll of medical personnel since the start of the war on Gaza to 496.

      Gaza’s health ministry said in a statement that about 1,500 medical workers have also been wounded, and 309 remain imprisoned in Israeli jails.

      “The killing of Dr al-Barash would not be the last crime in light of the complete secrecy of the condition of prisoners in prisons, especially those arrested from the Gaza Strip,” said the ministry.

      It also called on the international community and health and human rights organisations to intervene and protect prisoners held by Israel.

      Al-Bursh, 50, was the head of the orthopedic department at al-Shifa Hospital in Gaza City. He was arrested by the Israeli army last December as he treated patients at al-Adwa Hospital in northern Gaza.

    Dans une interview accordée au Time, l’ancien président américain Donald Trump n’a pas exclu un retrait de l’aide militaire à Israël en raison de la guerre qu’il mène actuellement contre Gaza.

      Les attaques aériennes et d’artillerie israéliennes se sont intensifiées dans la partie orientale du district de Rafah, où une incursion terrestre est attendue, rapporte Tareq Abu Azzoum d’Al Jazeera depuis l’enclave.

    Journalism professors call on New York Times to review October 7 report

    Fifty-nine journalism professors from top US universities have called on the New York Times to address questions about a report that described a “pattern of gender-based violence” in the October 7 attacks on Israel.

    The professors said they felt the need to issue a letter to the newspaper after coming across “compelling reports” challenging the integrity of the story.

    “The Times’ editorial leadership appears to have largely dismissed these reports and remains silent on important and troubling questions raised about its reporting and editorial processes,” they wrote in the letter, a copy of which was obtained and posted online by the Washington Post.

    “We believe this inaction is not only harming The Times itself, it also actively endangers journalists, including American reporters working in conflict zones as well as Palestinian journalists (of which, the Committee to Protect Journalists estimates, around 100 have been killed in this conflict so far),” the professors said.

    A spokeswoman for the Times said that the paper has “reviewed the work that was done on this piece of journalism and [we] are satisfied that it met our editorial standards”, the Post reported.

    Huit personnes, dont des enfants et des femmes, ont été tuées dans des bombardements israéliens tôt ce matin dans le camp de réfugiés de Nuseirat, dans le centre de la bande de Gaza, rapporte Wafa. L’agence de presse a également fait état de deux personnes tuées plus tôt dans la région de Nuseirat.
    Cinq personnes, dont deux enfants, ont été tuées dans un bombardement israélien à Rafah, rapportent nos collègues d’Al Jazeera Arabic.

    Deux jeunes Palestiniens ont été tués après que les forces israéliennes ont ouvert le feu près du poste de contrôle militaire de Salem, à l’ouest de Jénine, en Cisjordanie occupée, selon l’article de Wafa.

    Khalil al-Hayya, chef adjoint du Hamas à Gaza, a déclaré que son organisation avait reçu une réponse d’Israël dans le cadre des négociations de trêve en cours et qu’elle étudierait ce qu’Israël a proposé avant de fournir une réponse.

    Le Conseil de sécurité de l’ONU a adopté lundi 25 mars un texte exigeant un « cessez-le-feu immédiat » à Gaza. La résolution a été adoptée par 14 voix pour et une abstention, celle des États-Unis.

    De précédents projets de résolution au cessez-le-feu avaient été plusieurs fois bloqués jusqu’à la semaine dernière, notamment par les États-Unis. Alors qu’Israël, leur allié, persiste à vouloir mener une offensive sur Rafah, dans le sud de Gaza, où sont réfugiés près de 1,5 million de Palestiniens, Washington avait fini par soumettre au vote, vendredi, un projet de résolution soulignant la « nécessité » d’un « cessez-le-feu » à Gaza en lien avec les négociations pour la libération des otages.

    Mais le texte américain n’appelait pas explicitement à un cessez-le-feu immédiat, utilisant une formulation estimée ambiguë par les pays arabes, la Chine et la Russie. Ces deux dernières, membres permanents du Conseil de sécurité, avaient alors utilisé leur droit de veto pour barrer la route à la résolution américaine.

    Cette fois, le projet de résolution voté était issu du travail de huit des dix membres non permanents du Conseil, qui avaient négocié tout le week-end avec les États-Unis pour tenter d’éviter un nouvel échec, selon des sources diplomatiques.
    Libération inconditionnelle des otages

    La dernière version de la résolution « exigeait un cessez-le-feu immédiat pour le mois du Ramadan », qui a déjà commencé il y a deux semaines, devant « mener à un cessez-le-feu durable et permanent », et « la libération immédiate et inconditionnelle de tous les otages ».

    Contrairement au texte américain rejeté vendredi, il ne lie pas ces demandes aux efforts diplomatiques du Qatar, des États-Unis et de l’Égypte, même s’il « reconnaît » l’existence de ces pourparlers visant à une trêve accompagnée d’un échange d’otages et de prisonniers palestiniens.

    La nouvelle résolution réclame d’autre part la « levée de tous les obstacles » à l’aide humanitaire.

    Le Conseil, largement divisé sur le dossier israélo-palestinien depuis des années, n’a pu adopter depuis le 7 octobre sur cette question que deux résolutions (sur huit soumises au vote), essentiellement humanitaires. Sans grand résultat : après cinq mois et demi de guerre, l’entrée de l’aide à Gaza, assiégée, reste largement insuffisante et la famine plane.

    Le nouveau projet de texte condamne d’autre part « tous les actes terroristes », mais sans mentionner les attaques du Hamas du 7 octobre qui ont entraîné la mort de plus de 1 100 personnes en Israël, pour la plupart des civils.

      Le chef du Hamas, Ismaïl Haniyeh, a accusé mardi soir Israël de « saboter » les négociations en vue d’une trêve dans la bande de Gaza avec son opération lancée lundi avant l’aube contre l’hôpital al-Chifa de Gaza.

      Les sévères restrictions imposées par Israël à l’entrée de l’aide humanitaire à Gaza et la possible utilisation de la faim comme arme pourraient « constituer un crime de guerre », a affirmé mardi Jeremy Laurence, un porte-parole du Haut-Commissariat des droits de l’Homme.

    In the past two days, a number of things happened that seemingly had nothing to do with each other. At 2:00 a.m. on Monday, the Israeli army stormed al-Shifa hospital, entering with tanks and heavy gunfire and killing and injuring dozens. It was the fourth invasion of al-Shifa since October, resulting in the arrest of over 80 people.

    The day before, 13 aid trucks arrived in northern Gaza for the first time in four months without being turned back by the Israeli army or resulting in the massacre of starving Palestinian aid-seekers. People flocking to the UNRWA warehouse in Jabalia refugee camp to receive the aid stood in uncharacteristically orderly lines and patiently waited for the handouts of flour, rice, and other foodstuffs. Many could be seen cheering once the aid arrived, a scene captured by Al Jazeera’s coverage.

    But what few people know is that this successful delivery of sorely needed food aid to northern Gaza is what led the Israeli army to launch its deadly raid on al-Shifa Hospital the next day.

    The connection between these two events can only be explained by understanding who Israel was targeting in the raid — the now-martyred Faiq Mabhouh.

      Mabhouh was the Director of Operations of the Gaza police force, a part of the Gaza government’s civilian administration. Unlike Hamas’s military wing, the Qassam Brigades, Mabhouh did not operate clandestinely at the start of the war, because he didn’t have to — he was in charge of civil law enforcement. Hamas released a statement after his death confirming that he “engaged in purely civil and humanitarian activity.”

      The Israeli military withdrew from inside al-Shifa Medical Complex after storming the hospital, bulldozing the courtyard, and conducting an aggressive and extensive detailed search.

      We’re getting reports of about 150 people detained from inside the hospital. At least 20 people were killed, including a top security commander who had been coordinating the efforts between Gaza clans and the UNRWA and successfully secured the delivery of aid trucks within the past two days to Gaza City and northern Gaza.

      Killing this security commander will result in chaos. This has shattered the sense of safety and security for other people to continue coordinating this kind of work to deliver aid to these areas.

      Air strikes continue in the vicinity. Residential buildings are being relentlessly bombed. We’ve heard of two buildings at the northern gate of al-Shifa Hospital being completely destroyed.

      We’ve also heard from the southern part of the complex of one more residential building attacked, and a mosque to its west.

    Le ministère de la Santé du Hamas annonce un nouveau bilan de 30 717 morts à Gaza

    Les opérations militaires israéliennes ont fait 30 717 morts et 72 156 blessés dans la bande de Gaza depuis le début de la guerre entre Israël et le Hamas, selon le dernier bilan communiqué par le ministère de la Santé du mouvement islamiste palestinien. La plupart des personnes tuées sont des civils.

    Le communiqué fait aussi état de 86 morts et 113 blessés au cours des dernières 24 heures.

    Les discussions pour une trêve à Gaza entre le Hamas et les médiateurs internationaux se sont poursuivies mardi au Caire, sans avancée décisive. Israël n’a fait aucun commentaire sur les négociations, notamment sur sa décision de ne pas y participer.

    Un enfant de moins de deux ans sur six souffre de malnutrition aiguë dans le nord de la bande de Gaza, selon l’Organisation mondiale de la santé, qui décrit une situation « particulièrement grave ».

    Les tensions continuent à monter entre l’agence de l’ONU pour les réfugiés palestiniens (Unrwa), qui a fait état de « tortures » contre ses employés, et Israël, qui a accusé cette agence d’employer « plus de 450 terroristes » à Gaza.

      Le franchisé Starbucks au Moyen-Orient a licencié 2 000 employés - 10 pour cent de ses effectifs - après avoir été boycotté par les militants pro-palestiniens en raison de la guerre d’Israël contre Gaza.
      Depuis le 7 octobre, les attaques israéliennes ont fait 30 717 morts et plus de 72 156 blessés dans la bande de Gaza.
      Le ministère palestinien des affaires étrangères a appelé les autorités israéliennes à ouvrir les postes-frontières pour permettre l’acheminement de l’aide à Gaza.
      Le président Biden est confronté à des demandes croissantes de la part de certains de ses plus proches alliés au Sénat américain pour qu’il fasse davantage pour soulager les souffrances des Palestiniens à Gaza.
      Le Programme alimentaire mondial (PAM) a déclaré qu’il n’avait pas réussi à reprendre les livraisons dans le nord de la bande de Gaza, qui est au bord de la famine.

      An Israeli strike on a family home in Deir al-Balah killed three civilians.
      The World Food Programme says Israel’s military denied the entry of a food aid convoy into northern Gaza, preventing the UN agency’s first attempt to deliver aid to the starving region since 20 February.
      CBC news reports that the Canadian government will resume funding the Unrwa after receiving an interim report from the UN regarding the staff members Israel accused of having taken part in the 7 October attacks.
      The US is urging the UN Security Council to back a resolution that calls for an immediate, but temporary ceasefire in Gaza.
      UK MP Rosena Allin-Khan said Israel blocked UK-provided water filters from entering Gaza.
      Hamas says Israel rejected its demands for a permanent ceasefire, but says it will continue negotiating.
